In the West it is unacceptable and rude to cut in line ahead of other people who have been waiting, e.g. to buy a bus ticket, etc. In Cairo, I have seen people cut in front of others many times and no one says anything, is this acceptable? In the West, people will stop others from cutting in line and sometimes even fight if necessary to keep people from cutting in line. In America, waiting in line and making others wait in line is part of every citizen's responsibility, do Egyptians agree with this idea?

  3. No this behavior is not accepted at all and every one do this understand that it not good behavior.
But let me explain something and acutely it not justification, it just displaying for conditions and status.
When people ask for somethings that is not available with enough quantity and or from other view a lot of people ask for the same things at the same time and the recourses are always not enough, this create status not easy to control it.
As you mention that, you note this behavior in Cairo, Cairo one of most crowded city in the world, and also Egypt try to build wealthy economic country. So I think that the main reason for this phenomenon, and by redistribution population from Cairo to other cities in Egypt it will be gradually disappear.
